Attaching files to non-multipart forms

It's currently possible to attach a file to form which doesn't have enctype="multipart/form-data".
This means that a file upload form can pass its tests and fail in production as browsers won't upload the attached file.
This patch will raise a NotMultiPartEncodingError when a file is attached to a non multipart form.
