hardcoded host ('0.0.0.0') doesn't work on Windows

Hi,
The hardcoded host name in base.rb (line 30) doesn't work on
windows. I've fixed it by replacing '0.0.0.0' with
Webrat.configuration.selenium_server_address. I pulled the request.
I think similar change could be made in selenium_rc_server.rb
